The quickest and most effective way to tame a horse in Minecraft is to right-click on the horse the same way you would use an item. This horse will almost certainly buck you off the first couple of tries, but if you keep at it, hearts will eventually appear above the horse.

Note: You can also use items to help you tame a horse quicker. Said items are apples, golden apples, carrots, golden carrots, wheat & hay bales.
